Update on the Middlesex Elementary Attendance Area Review (MEAAR)

Ben Puzanov and Cassandra Harms presented on behalf of the Thames Valley District School Board regarding enrollment pressure for Delaware Central Public School due to continued housing development. 

Effective Jan. 1, 2024, Delaware Central Public School will no longer be accepting new students as it is at full capacity. New families or students yet to be enrolled living in Komoka-Kilworth have been designated to attend Parkview Public School.

2024 Capital Budget Presentation

Tiffany Farrell, Director of Corporate Services, presented the 2024 Capital Budget to Council. Recommended capital projects for the coming year total $30.63 million, including:

  • $10.36 million for Transportation/Roads projects such as various culvert repairs, Hyde Park Road reconstruction (Elginfield Road to 15 Mile Road), and Hot Mix resurfacing.
  • $5.86 million for Environmental Services projects, including stormwater management, wastewater treatment upgrades, and water system improvements. 
  • $10.32 million for Facility Services projects, including municipal office renovations, and various repairs and retrofits at the Komoka Wellness Centre, Ilderton Arena, and community centres.

Funding for Middlesex Centre’s capital projects comes from reserve funds, debt financing, development charges, donations, and grants.

Human Resources Policy Updates

Ruth Joyce, Manager of Human Resources, informed Council of various amendments proposed to be made to the corporation’s human resources policies, which were subsequently approved by Council. 

In Brief

During the meeting, Council also:

  • Received minutes from the Sept. 18 Community Services Advisory Committee meeting.
  • Received an update regarding the Municipal property tax sale held on Mar. 8, 2023. 
  • Received a summary of the 2023 Third Quarter Building Activity Summary.
  • Directed staff to execute an amending agreement with the City of London for sewage treatment services through the   Arva wastewater facility. 
  • Received the 2023 Capital Budget to Actual Q3 2023 report as information.
  • Received an update on Middlesex Centre’s 2024 Ontario Municipal Partnership Fund (OMPF) grant, which will be $1,190,300. The funding has increased $19,700 (1.7%) over 2023. OMPF funding has been included in the draft budget for 2024.
  • Approved changing the municipality’s asset management software program provider as part of the 2024 budget.
  • Deputy Mayor Brennan reminded Council that November 28 is Middlesex County Council’s inaugural meeting, at which a new warden will be elected. Deputy Mayor Brennan encouraged members to attend. 

Next Council Meeting

The next regularly scheduled Middlesex Centre Council Meeting is set for Wednesday, Nov. 15, 2023, at 5:30 p.m. Please note that council meetings will be held at the Ilderton Community Centre for the duration of the municipal office renovation.
