Council reconvened after a closed session meeting earlier in the afternoon which focused on the municipal strategic plan.

Rick Hansen Foundation Accessibility Certification for Komoka Wellness Centre

Council learned that the Komoka Wellness Centre has received the designation of “RHF Accessibility Certified.” 

The Rick Hansen Foundation Accessibility Certification is a national rating system that measures and certifies the level of meaningful access of buildings and sites. It goes beyond the building code and is based upon the holistic user experience of people with varying disabilities affecting their mobility, vision, and hearing.

The municipality will continue to engage with the foundation to explore opportunities to expand the accessibility of facilities and the overall accessibility of Middlesex Centre services.

Speed Radar Results 

Council received the Speed Radar Results for 2022

Public Works and Engineering frequently receives calls from residents expressing concern with road safety specifically around vehicle speeds. The use of mobile speed radar trailers is one way PWE responds to these concerns. These trailers are circulated throughout the municipality based on requests from residents and planned construction.

Staff received 35 requests for the speed radar trailers in 2022, up by three from 2021. In addition, trailers were left in place for multiple weeks in areas with ongoing construction detours. 

Data collected from the speed radar trailers show that the vast majority of municipal roadways are operating in a manner consistent with the posted speed limit, as average speeds were generally below or close to the posted speed limit. 

It is worth noting that staff receive complaints regarding speed on County roadways that are not under the operational jurisdiction of the municipality. Staff work collaboratively with the County and have provided the speed radar trailers on County roads as a tool to help promote appropriate driving speeds and behaviours.

In Brief

During the meeting, Council also:

  • Received the minutes from the October 2022 Community Services Advisory Committee Meeting.
  • Received the budget to actual report for December 2022.
  • Renewed an annual agricultural-land lease agreement for property near the Hedley Pit.
  • Received an overview of the services of the Office of the Clerk in 2022, which in addition to overseeing council meetings and running a successful municipal election, issued 26 lottery licences, commissioned 104 documents for the public, and issued 43 marriage licenses. 
  • Received an overview of the municipality’s engagement on social media and its website in 2022. The municipality saw growth in the use of all of its social media channels and continued strong use of the municipal website as a central hub for information.
  • Approved grants for eight community organizations under the Council Grants program and one community organization under the Delaware Hydro Reserve Fund.

Planning Matters

Sitting as the Committee of Adjustment and then in public meeting, Council approved a number of minor variance applications and other planning applications.
