The meeting began with a presentation of the draft Fire Services Master Plan by Behr Integrated Solution. The Master Plan is a "road map" for Middlesex Centre Fire Services over the next 10 to 15 years. Among the draft plan’s 15 recommendations were staffing and organizational structure changes, and coverage (standard of care/response time) and equipment reviews linked to community growth.

During the meeting, Council:

  • Received the Community Services Advisory Committee Minutes for June and August 2022.
  • Approved updated terms of reference for the Community Services Advisory Committee and the Youth Advisory Committee.
  • Approved a memorandum of understanding with the Optimist Club of Komoka-Kilworth that will see the club run the concession operations at the Komoka Wellness Centre for the 2022/2023 hockey season.
  • Received the budget to actual for August 2022.
  • Approved the project charter for the Middlesex Centre municipal office renovation. This project will see an expansion of the municipal office in Coldstream over the next two years at an estimated cost of $4.3 million (funded by existing reserve funds). The renovation represents a significant long-term investment in the office that will meet the needs of the staff, residents, and community today and into the future.
  • Received a report on the provincial Strong Mayors, Building Homes Act passed in early September, and directed staff to send a letter to the Province outlining their concerns with the changes in this Act. This Act gives extra powers to the mayors of Toronto and Ottawa, and the Province has indicated they may extend these powers to other municipalities. There are concerns that these powers undermine the democratic process as they give mayors the ability to veto council decisions, among others.
  • Sitting in public meeting, Council heard a number of planning matters, including requests for consents (for severance) and zoning by-law amendments. Council received information on a proposed development on Elmhurst St. in Komoka from both the developer and local residents (no decision was made at this meeting).
